MOFCOM Holds National Commercial Logistics Field Experience Exchange Meeting

The Ministry of Commerce held the National Commercial Logistics Field Experience Exchange Meeting in the city of Zhengzhou, Henan province, on October 20-21, 2014. The meeting summarized the results and experience in carrying out the speech and instructions made by Vice Premier Wang Yang at the Logistics Work Seminar in some Cities by the State Council, and made deployment for the next step. Vice Minister of Commerce Fang Aiqing and Tian Shihong, member of the CPC Leadership Group of the General Administration of Quality Supervision, Inspection and Quarantine and director-general of the Standardization Administration, attended and addressed the meeting. Vice Governor of Henan Li Ya and Vice Mayor of Zhengzhou Xue Yunwei also made speeches.
Fang said since the seminar was held, the commerce departments at all levels of the country have deeply implemented Wang’s speech and instructions, made active efforts to promote the commercial logistics work and achieved phrasal results. All local governments have attached greater importance to the commercial logistics work than ever. A landscape of commercial logistics guided by the government and oriented by the market has basically come into being and a thought of promoting the commercial logistics work by making cities as the carrier has gradually taken shape.
Fang proposed to continue to study and comprehend Wang’s speech and instructions, be aware of the significance of commercial logistics development and make active efforts to advance the commercial logistics work. In terms of the socialization, we should start from the system, mechanism and business model, focus on the full chains of goods production, distribution and consuming, plan and lead the development of common distribution and solve the problem of low-efficiency of terminal distribution. In terms of the standardization, we should start from pallet standardization, center on implementing standards, improve the standardization level of commercial logistics and encourage pallet rental companies, large commercial chains enterprises, pallet production companies, fast moving consumer goods production enterprises and commercial logistics parks to carry out the pallet standardization. In terms of the informatization, we should build a logistics information platform as the carrier, improve the matching efficiency of social transport demands and supplies and solve problems of weak organization of production, distribution and consuming and logistics companies’ problems of “being small, scattered and weak”. In terms of the professionalization, we should regard online and offline integration as the breakthrough, improve e-commerce logistics efficiency, promote the collaborative distribution of express companies and enhance the development of cold-chain logistics. Fang stressed that to advance the commercial logistics work requires strong guarantee measures to strengthen the planning guide, further study on logistics promotion policies, intensify the typical leading role, further transform the governmental functions, establish a legal business climate and give the market’s resources allocation role into full play.
In his speech, Tian stressed the significance standardization has on logistics development, spoke highly of the achievements in logistics standardization, proposed to strengthen logistics enterprises standardization construction, increase the standardization supply in the logistics industry, intensify the implementation of logistics standardization, and genuinely participate in international standardization work.
Attending the meeting were 150 people including officials from the Ministry of Commerce, the Ministry of Finance, the Standardization Administration, as well as representatives from commercial departments in provinces and some key cities, businesses, associations and media.
